Pretty big news. So even Samsung's old end devices gets better support than Google's own products (Google only supplies their phones with 3 years of security updates).
The news here is that they are promising support for the lower end models, since their top of the line products have already been enjoying better-than-Google support for a couple of years. For example the Galaxy S8 is still getting security updates (although that will stop very soon).

Android has gotten a lot easier to update, but I don't think that's the entire explanation. If it was then other manufacturers would also offer long support cycles.
