  1. I think your list is perfect, I would recommend upscaling the ram to 3600mhz, and if your planning on playing a lot of games, only 512 gigs will run out really fast. To your questions: 1- A High performative air cooler (like the one you listed), will perform on par or even better than an AIO cooler around that price. 2- I'd choose the 5800X as the 5600X is an awesome cpu but might bottleneck your 3070Ti Hope this helps!
