what does pressing f11 do exactly? does it unlock the fps limit?

does it make the game look really bad? if so as i said people get higher fps with the card so maybe there is another issue?

Hello guys I am new to the pc world and since i am a student in a third world country with a horrible economy all i could buy was used components and as you can tell my specs are really below average for gaming. I used to get 60 plus fps before the update in valorant but after the update the fps keeps dropping below 60 fps in gunfight. What could be the case here what can i do to solve this issue? Is my ram causing it? I am also at 720p but that doesnt change anything there is something off here because on youtube fps test videos at 1080p at ultra people get 60 plus with this card. My spe
