is 70C ok for GTA?

So i've had this pc for 3 months now, pretty new, everything was fine, games were running smoothly af, but now i've noticed that the performance of games dropped drastically, the biggest drop in performance i saw was in GTA V. i have no idea what the problem could be. My specs are: i7 10700 RTX 2060 TUF GAMING Z490-PLUS KINGSTON 16GB 3200MHz DDR4 HyperX FURY Antec HCG850 Gold Power Supply 850 W

alright so i guess my gpus alright, im only 200 points behind AMD Ryzen 9 3900X 12-Core Processor ASUS GeForce RTX 2060 (TU104) with my i7 10700 ASUS Geforce RTX 2060

because it is kinda stuttery in some games

any other software to test my gpu?
