doesnt the 9800 gtx+ draw more power then the r9 thats what i was told at least

i currently have a 400w psu which is basically really bad but it works even tho thr gpu is noisy and stuff because of it it works, and Im buying a new one basically because I dont want a grenade in my bedroom. do u have a recommendation? A guy told me anything 450w or 500w + and 80plus bronze should be okay but idk

I have an old nvidia geforce 9800 gtx+ and I bought a new psu its a bequiet 80 plus bronze psu. When I changed it and started the pc the gpu fan started making a loud sound and the pc wont boot. There is a green light on the gpu which shows thwt the gpu is connected properly because if I disconnect one of its cables its red, so Im guessing thats what its for. pls help
