    That case doesn't even have a PSU shroud.  Flip it so the fan is pointing up and see if the noise goes away.
     
    That's the thing about sleeve bearing fans.  There's too much play and the impeller could be falling into the fan grill.  Added bonus for having the fan pointing up is the heat from the PSU will rise away from the PCB.

    I doubt you will find any manufacturer making custom cables for a below average quality PSU.

    So it's not a power supply. Put the filter back, bend the clips retaining the filter slightly so it will be under more pressure, ratting should stop at some point. Maybe put some rubber dampeners under the PSU if the case doesn't have them.

    If the PSU was DOA, why wouldn't you just return it to wherever you bought it from?

    First off, the motherboard doesn't have two 8-pin PCIe.  It has two 8-pin EPS12V.  Depending on what CPU you're using, you only need one 8-pin plugged in.
     
    Secondly, you don't need to plug the 6-pin PCIe into the motherboard.  
     
    The motherboard is scalable for using parts that need more power than what you need.  Not populating every single connector is not going to make the board not work for a lower power requirement system.
     
    You can plug two separate PCIe cables into your 3070 and one 8-pin EPS12V into your motherboard and everything is going to work fine and you have room on the PSU for one more cable if you are inclined to use it for whatever reason.

    No.  Not 60cm.  But 300mm custom cables + 300mm extensions = 600mm.

    Don't replace the fan.  If you think it's defective, you warranty the PSU.  If you're not happy with the fan performance, you get a better PSU.
     
    So it probably does NOT have hysteresis like as advertised.
     
    I swear, working with Seasonic has given me PTSD.  Last night, I actually had a dream that I went to work for another company and they told me that I would be managing a new PSU, but we had to use Seasonic and I quit on the spot and walked out of the office.  😄

    Hmm...  No proper reviews with good tear down on that PSU.  Not even a Cybenetics report.  All I know is it's made by Seasonic.  But that doesn't mean anything really, I'm afraid.  What kind of fan is in it?  What IC does it use for the fan controller?  To truly have a hysteresis, you need an MCU for a fan controller.  Most PSUs use a simple thermistor controlled analog IC.
     
    Has anyone actually torn one of these down?  Maybe I missed it.

    In most cases it's the RAM or the GPU drivers.
     
    What is your build?  PSU?  GPU?  etc.?

    I miss hanging out with Ronaldo.
     
    See that AX1500i on his bench?  After reprogramming the firmware on those (I think there were 15 of them total), I used a heat gun to take off the original labels and apply those "Elite Overclocker" stickers all by hand.  😄
     
    I know.  Weird flex.  But good memories.

    Both HX and HXi have multiple +12V rail capability.  HX via a switch.  HXi via software.
     
    Platinum efficiency is what makes it better than RM850i.
