    I can't even begin to imagine that being worth it, but you want to boost the 8700k as much as you can as well as RAM.
     
    There are various guides to google to get your 8700k to 5GHz, as well as RAM guides to tighten timings and increase frequency.

    Dont think thats possible. 30+ FPS may be possible with 720p low.

    Chances are no. UHD 630 really isn't that good. I assume this is a desktop using integrated graphics because this is a 8700K, but I guess your best bets are to drop the settings as long as they go, and 1080p with resolution scaling below 100%.

    My point here is that while you know what you want, you’ll never know exactly what your friend wants. 
     
    When I helped a friend build a pc, he told me what targets he wanted, and so I made the most efficient pc that fit his needs, only for him to proceed to never game on it and instead buy tons of RGB accessories and the like.
     
    Some people might be ok with compromise if it means another thing they want is fulfilled.

    Any pc with a current or last gen nvidia GPU should be capable of doing both at the same time.

    NZXT Starter PC would probably be where i'd start to look.
     
    Starts at $699 with a 1650 and a 9100f and can give a decent 1080p 60fps experience.

    Fortnite, by definition isn’t a First Person  Shooter.
    the newest unreal tournament is free, and though it’s not really finished. Its still good though.
    Egs can have some free ones, I'd check once a week to see what they are.

    Well, the usual suspects are your best bet.
     
    Apex Legends, Warzone, CS:GO, Valorant, plus there are few less well known FPS games like Warface.
     
    All are free, and offer a varied take on the first person shooter genre.

    Free games not so much but very low cost titles like titanfall 2 (on sale or kinguin can go for a couple $) is an amazing fps game.

    Are you playing games on same PC you would be using for streaming? The bitrate, for just encoding/uploading is fine. But you really need to test and see how much it effects your gaming if its done on same PC.

    ah you should be able to at least get 4.7ghz all core on it, but i would avoid using MCE and just do it manually.

    Could be the riser cable. They can be a source of problems if they're faulty or not fully connected properly.
    Also try setting your motherboard to force PCIe 3.0 if you can.
     
    Other than that, no ideas. Limiting CS:GO might be a good idea. 400fps offers no benefits over 300 for instance, which will lower CPU utilization.

    At stock it will be fine.  I used a CM Hyper 212 Evo on my 8700k at first and it even OC'd a bit.  Can't see this performing any worse.

    Not heating but rather overheating causes damage to the CPU. 90 degrees although hot, is not a damaging temperature; any temp that your CPU chooses to run under isn't damaging, it turns itself off when a threat is imminent. 
     
    As for cooling; you can get air coolers such as the DRP4 and Noctua NH-U14S / NH-D15 that in most cases out perform most consumer grade AIO water coolers that start at an even higher price point. So what I'm saying is with today's air cooling capabilities you can get brilliant temperatures whilst saving money. There's also the bonus of their being little to no maintenance involved with looking after an air cooler over water cooling. This isn't a huge nag just something to bear in mind. 
     
    Like you just kinda said, we have no idea what this machine is going to be used for so suggesting a straight up 50%  RAM and SSD storage decrease isn't a brilliant comment my dude.

    It's not healthy but CPUs these days are designed to aggressively throttle within their safe operating envelopes, this is the premise behind having a package power limit/turbo system etc. Generally speaking 99C is fine, it's not a higher number because your CPU knows it's not safe to go beyond that, the thermometer can go way beyond 99C. In fact many laptops/systems that run quiet/passively do so at 90C+ and are generally fine for many years.

    1. make a new layer
    2. use the paint bucket to fill in the selection (this is a temporary, just to 'save' the selection, make sure paint bucket is set to "full selection")

    3. import the picture you want there (either by dragging it into the program from explorer, or making a new layer and pasting it in your canvas)
    4. place the image how you want it (i.e. the size, location, etc.)
    5. select the area again (by selecting the shape on the  new layer you made in step 2 with the magic wand tool)
    6. Make sure you're on the "picture to put on the moon" layer and go to Layer > Crop to selection
     
    there are alternatives, like using layer modes, but that's the easiest thing to do.
