    1. Turn your pc off if you haven't already, wait for the wires to cool, remove them immediately. 
    2. Uhh I beileve that could be caused by plugging them into the wrong spot, that feeds them an incorrect voltage.

    b560-hdv for the cheapest possible, it should be around $75 USD, otherwise the b560-pro 4 matx, should be around $100 or so. They support faster memory so if you're gaming you'll want to pick up a kit of faster memory. Not *all* of Asrock's z490s have poor vrms, but most of them do, uhhh their b460's and b560's aren't really that different, vrms are pretty bad on the hdv and the pro4, but since you're just using a 10400, you're not going to have any issues.

    Or, like I've mentioned before, Know how to aquire a GPU, know where to go, get the stockdrops discord or have a youtube video open that displays stock and has notifications, and be patient. If you know how to get a GPU (FE on bestbuy, know when to camp) getting a GPU isn't as difficult as It's made out to be in general. That doesn't mean you can just waltz in to a bestbuy and purchase a card, but if you have a little patience it's not hard to get a card.

    To answer your question, It'll depend on more than just the clock speeds (It'll depend on timings, cas latency, ect.) but generally the answer is no. You'll likely see *some* benefit, but they're going to be very limited in scope. For the motherboards, well, It'll depend on your components. Both Motherboards you mentioned are... Nice, but you likely wouldn't need them.

    In which case I'd probably wait to try to make the parts list until then. Both Intel and AMD are supposedly going to launch something new by the end of the year, so by the time all this is over you might get something better then.

    Then... they could just, get the wifi version, or get a pcie wifi card if they're not going to use ethernet. There's more than one PCIE slot there.

    No, No, No. It's based on the chipset. I run a 10700k at 3200mhz on a z490. You need to Enable XMP on boards that support it, which is technically overclocking to go past 2933mhz, but that doesn't mean the chip is capped. 

    OP, what's your motherboard? It could be a bad batch of ram, somehow. I might recommend RMA'ing it. You did try to enable XMP, right?

    10700k is locked to 3000mhz so that all you are going to get. Optimized for Ryzen doesn't really mean much if Intel allowed higher speed you would get it but they dont.

    It's not hard to get either. Make sure you know how to get those (search up a guide on how to get them) and either use the stockdrops discord or a youtube video that monitors stock. Using bestbuy you have a decent shot at getting something.

The MESHLICIOUS supports ATX psus, and up to 280mm aios, however I'm not sure if it supports both the 3080FE and an ATX psu at the same time, it can at least do either or. If this is to expensive simply downgrade the ram to a 16gb cl16 3600mhz kit (the cheapest you can find BESIDES LPX) and the nvme to the 1tb pilot-e. However, this might be a touch overkill for your use case.
