    They'll work, they just don't provide a performance benefit since there's only 2 channels worth of bandwidth. 4x8GB is effectively the same as 2x16GB on 2-channel platforms.

    It's hard to choose a GPU based on specs- the exact memory layout doesn't matter so much as how it's used in the architecture, how exactly it plays with the cache layout, etc.
     
    Generally speaking, the two are pretty even in average framerate for non-raytraced games. The 6800XT tends to have better frame pacing - making the game "feel" smoother with a more consistent framerate - while the 3080 vastly outperforms it in raytraced games (the 6800XT can raytrace, albeit poorly) and includes DLSS.
     
    At the end of the day, it's down to your priorities, and more importantly, which one is in stock.

    I'd go for the B550-A Pro over the Tomahawk, it's basically the same board with a few less extreme overclocking features for a decent bit less.
     
    The B550M Pro-VDH is a more budget-friendly mATX option if you want to save a bit more. It doesn't have quite as much power delivery but will still handle a 12 or 16 core just fine.

    What CPU are you using, and do you already own it? Z370 is somewhat of a dead platform these days.
     
    Most of the difference between high- and low-end boards tends to be power delivery - something that wasn't really an issue on Z97 because of Haswell's very low current draw.

    With a 1060 3GB, you're probably already getting the most out of your system with your CPU. Fast-paced shooters like Overwatch and CS:GO might benefit from a CPU upgrade, but most games won't.
     
    That's not to say there are no reasons to upgrade - if you do a lot of video editing, you could see a decent improvement, for example.

    My suspicion is somewhere along the line, something like this happened:
    - Person buys CPU with intention to delid+liquid metal it.
    - Delidding goes badly, bad thermal contact or something, and person wants to cut their losses.
    - Person (sloppily) reassembles CPU and sells it on as "original quality."
    - Eventually, reassembling gives out, and IHS falls off again.

    In any case, it's at worst a pre-delidded CPU, so you should be able to follow a delidding guide to get it cleaned up + back together so long as they didn't kill anything else while delidding.
