i think you should go with the 2060 since you get the benefits of RTX like, Ray tracing in supported games, and DLSS which is actually a game changer(supported games, the number only keeps on increasing).
People say that its only useful in some games (like minecraft )are generally the people that bought the AMD 5000 series and never actually experienced ray tracing or dlss

If you want best of the line the you go for 10900k.
For intel, you either buy the 10600k or the 10900k, 10700k doesn't really have any arguments for itself.
Yes the 2 more cores will give some benefits in stuff like video editing etc but if you really need that you wouldn't be going intel

Yes the 2060 will give more fps and you can also get playable fps with RTX on.
Yes, but price to performance proposition is still there
There is a cool video made by linus about what hardware do you want for VR. i'd say go for the 2060

The only workaround right now is play on fullscreen mode and do not try to switch apps, if you do it will crash again

You may have gotten this issue cuz you had hard reset your pc using the button
It could be the mobo or psu tho, i'd first check the mobo since you said it is used

I have a 16gb Optane in my laptop, with 1 tb hard drive, even though it makes it faster than just hard drives is slower than a nvme SSD, so the decision you have to make is either get a small-medium SSD and keep important stuff in it and keep large files like games in the HDD (many people do this but personally playing off HDDs is not the best experience ). or you could get a optane module and get a cheap SSD like performane for your 2TB .
Unless you use the whole 2tb frequently optane has little to offer

nope, one of my friends recently upgraded so I know, he got a 1650 super and i was around 15% fps difference when i tried it with my 9600k

You can expect a 15-20% performance bottle neck due to your CPU
