There was a bug on the inicial cards not passing 1350mhz clock.
Try changing the bios to something else if its not under warraty . If it is I think you need to send it to RMA.

DOnt use afterburner for AMD card. Afterburner only uses P7 state
Use the amd drivers and tweak all of the PStates. Clocks and voltage related to Pstate.
Put 50% powertarget and start lowering the voltage until the clocks start droping, now you know how your card realates to the voltage.
Then start increasing the clocks until you got to the point were even if you put more voltage the clocks dont go up.
For the memory is a bit more complicated, with HWInfo you can see at X speed if the memory is droping errors like crazy its the last line on the gpu bit.
Like this on my rx480 I was doing 1500mhz and 2000mhz vram. Watercooled

Because it's broken garbage? Have you even ever actually used it or are your quality standards just that low that "it sort of works" qualifies for a product that can cost up to 1200€ and beyond.
I've just tried how long it takes for NVCP to launch from click of the item in context menu on desktop to a functioning menu. 6,3 seconds. Every time. EVEN AFTER REPEATED LAUNCHES OF NVCP!
It then takes 1,25 seconds to open a popup for Image Sharpening settings (and any other setting below it). Applying said Image Sharpening takes 6,7 seconds. All while entire menu is blinking several times until it finally applies the stupid thing. It takes so long I had to time it 3 times because I tapped stop on the stopwatch too soon twice because I thought it has already done but it was only half way through...
That's essentially 15 seconds consisting entirely of WAITING when you want to change any setting in NVCP. A QUARTER OF A MINUTE OF PURE WAITING TO CHANGE A SINGLE SETTING! It's absolutely bonkers how bad it is.
Then scroll the "Manage 3D settings" list all the way down and change "Power management mode" setting to anything and apply it. Observe what moronic fuckery menu starts doing. It'll always reset the list to the top where last changed setting is the point where it'll stop. When changing several settings you literally have to scroll the stupid menu all the way down and change them in reverse order otherwise you'll be constantly scrolling the menu back down just so you can change the god damn next setting.
I've not seen anything this amateurish, lazy, slow and beyond broken in the entire last decade. Not even ATi's CCC was this bad and that thing had issues and we were running that damn thing from slow ass hard drives. here I'm launching this garbage from Samsung 850 Pro 2TB. With enabled RAPID mode that's essentially a RAM caching feature on a system with 32GB of RAM. It's beyond absurd.
Then again seeing constant defending of NVIDIA by people like you every time I complain over it, doesn't really surprise me regarding the state of NVCP in last 15 years. Why should NVIDIA bother IMPROVING it when you people just eat up whatever garbage NVIDIA serves you and you even defend it. It's absolutely horrible and shouldn't ever exist on products that cost this much. Yet here it is and here you are, actually defending it. Please murder me with an old beige keyboard...

Alright, I will give DDU a try and report back any results.
I've checked drivers myself, but will use DDU for this also
Temps are fine, it recently crashed at only 73C
I am only wanting to RMA as my absolute last resort since I have never returned anything before as I like to just get on with it myself
I would have no idea where to start with putting paste on a GPU
I've had the case open but I think this would only affect temps(?)

By Steps
1 - Use DDU in safe mode
2 - New drivers
3 - Problem still there, check temps
4 - If it has warraty RMA it
5 - No warraty get good termal paste, MX4 is good and can be used on gpus, clean the card and apply termal paste and report back
6 - Try the card with the case open if it helps do step 5 and improve your temps inside the case

3 - Open Amd software and check if chill is off
4 - dont run vsinc on any game
5 - Get superposition and check how the gpu works there. Also check the cpu speed
6 - Try a CMOS reset sometimes that solves loads of issues.

Atm get a rx580 or 590. the 590 can catch the 1070 is some games .
On the used market look for a Vega 56 or 64 for cheap.
Nvidia cards for the same performance normaly are more money even on the used market

Swaping cpus and software always ends up wrong.
DDU your drivers, do a clear CMOS
If this does not help, nuke your windows and start over.

So if you have 1080p and want dxr the 2060S will be nice, if you have 1440p and dont care about dxr at all and the 2060s will be short at 1440p with dxr on get the 5700xt as it gets more fps in most of the games.
I think the 5700xt is a better buy, but get a good cooler one, Red devil or Nitro+.

All of the 5600xt, 5700 and 5700xt are really good deals as they deliver very good performance for the price, I always recomend 5700xt cards or 5700 if you need just a 2 fan gpu.
I have a vega 64 and no issues from ages with drivers. Just keep the system clean and make sure that no OC on any part is making issues, yes even XPM counts to something to look at.

2 - have no oc on your system
3 - test in superposition and see if it crashes
4 - downclock the memory and gpu by 50 or 100
If nothing works try a diferent psu
if still you have problems that card is going to the gpu heaven,

The VRM will likely handle it, but I don't think anyone knows how long it will keep running. I have been running a ASRock B450 Pro4 with a 3900X at stock settings for 2 months without any problems. I have no way of getting the VRM temperatures, but the vcore on the 3900x is lower when the CPU is stressed compared to the 2700x. When idle the 3900x CPU VDD fluctuates peaks as high as 1.51V, but only for a second or two from what I can see with HWMonitor.
