    Welcome to the forums!!!
     
    If you really need to upgrade on that limited budget, get the highest supported CPU that you can fit with the motherboard you are using (which was not included in the post). Otherwise, I'd personally set aside/save money to put to put together a new platform (by new, you can go the used route for parts). 
    The A8-6600K will be using DDR3. Supported memory is up to DDR3-1866.

    I would definitely recommend an SSD first, and then look for a GPU. You may need to find something used with the current pricing.

    I wanted to make a little post about this project so that it might get some coverage. The basics of the OWL project is that it investigates apple’s wireless ecosystem. “Our goal is to assess security and privacy as well as enable cross-platform compatibility for next-generation wireless applications. We started by investigating the Apple wireless direct link protocol and will go beyond” . They have some cool projects that I haven’t gotten the chance to mess with yet (like getting airdrop on a raspberry pi). I’m just posting it here in case anyone is interested in this.

    Yup... like @KhakiHat said, new PSU/drives & it's a good 'un.
    Make a copy of the Recovery Media, too... that way you won't need a new OS licence.

    I'd grab a fresh storage drive and a new PSU for better power efficiency if using it was a thought.

    Check your tmp folder I've had the misfortune of finding a 70 gigabyte temp folder on a machine with 120gb of storage...

    Wow that's an old hard drive, surprised it still works.
    I would've expected some performance degradation if it really was running at 75-80C tbh. Did you check whether it was actually hot to the touch? It could be the sensor not being read correctly.

    Check the: 
    Mounting pressure of the CPU cooler, are all the screws wrist tight? if so then it could be the thermal paste application. Try cleaning the CPU and re-adding some thermal past. 
    What CPU Cooler are you using?

    Very interesting pattern on the included TIM. I wonder why they chose to make it that way, instead of just putting a rectangle in the approximate location of the CPU die.

    Yea, I'd say a smart idea. 
     
    I'd recommend 
    the Jest plugin for front end test integration,
    CSS Color picker for CSS work,
    The recommended Vue/React/Angular/Svelte plugin, depending on the framework you use
    Gitlens for visualizing some git commands

    I'm assuming this is a meme, but incase it's not and OP hasn't heard of emacs before - emacs is a fully text based program/editor/everything. It uses exclusively esoteric keybinds to do anything, but is super extensible. I've heard it called the best OS you've ever used, it just contains a terrible editor - take it as you will.
    EDIT: Not responding to you directly Dat Guy, I'm aware you're probably pretty damn familiar with ecmas just said this for OP's benefit

    Try GNU Emacs. It's what I use on macOS. VS Code might be a decent editor, but it is based on a full-blown web browser, limiting its performance and versatility. There is nothing you can do in VS Code that cannot be done with GNU Emacs.

    And how much RAM do you have dedicated?
     
    If I remember correctly, mc has always been a more CPU and RAM intensive game rather than a GPU hog.

    Are you able to check the thermals of your CPU?
    Your RAM wouldn't use a ton of usage because by default mc is only dedicated with 2GB.

    Why do you think there is a bottlenecking situation? They are both running - as you say - at 100%.
    Higher % load = higher temps.
    Higher ambient temperature (temp in your room) = higher temps.
     
    If you want it to run cooler, you need to change the videocard's fan curve to favor temperature over sound levels.
