    A laptop with a 4th gen Ryzen mobile processor would likely be your best option in terms of power-efficient performance, a desktop system will give you better performance on a certain budget although you are going to spend more electricity for the performance and that could be even higher counting in large monitor/s and other desktop peripherals.

    Physically smaller? No, it won't cause a problem. But, if you can, wait a few weeks for next gen GPUs to launch so it will drive down prices enough that you can pick up a 1660S.

    Sounds interesting, although I wonder how much it would cost for initial installation of the services for the customers and if there's truly unlimited data usage (no throttling at higher data usages)?

    ive had a rough past with redragon and its sister company dragon gaming gear. Both are basically for starters products. they look really good on the box but the products themselves are pretty cheap plastics and sometimes the mechanical switches are membrane with springs or latches that emitate sound or feel (thus the Feels like mechanical on the front of the box). Like the ornata keyboard from razer.
    If you really look for a good keyboard id say going up the price to around 60+ usd. and buying from websites on the internet isnt such a bad idea. linus made a video on it in the past
    Otherwise if you want to buy a keyboard for your little brother. its not a bad choice

    Here's one useful hint: do not ever buy the most powerful anything on a dead platform. Case in point: Core 2 Quads. The Q9650 still goes for $50-60 for some ridiculous reason. The only difference between that and the Q9550 is 170MHz and $25--the 9550 goes for $25-30. If you step down a couple more rungs to the Q9400, you get prices around $15, but you also start to lose cache and clock speed in a hurry.
     
    That said, if it were me, I'd be looking into the Phenom II x4 line. The 940's a pretty cheap, very safe bet by AM2+ standards.

    I believe that the fastest CPU for that motherboard socket would be the AMD Phenom II X4 980 Black Edition, although you may have a hard time finding one at a reasonable price since they're out of production.

    What you are seeing is what's called 'inrush current'. Basically, it's the energy needed to fill the capacitors, inductors, transformers, and other components up to full prior to them actually doing something. Almost any electronic device (all but the most basic devices, like toasters) will have an inrush current of some form or another. That's why some (high draw, normally) electronics spark when you plug them in; the spark is a sign of high inrush current. You don't see that spark with your PC because you have a physical switch, so the plug is already in when you allow the inrush current do, well, rush in.

    Based on your video, it appears to be immediately taking you to the login screen without even showing a glimpse of the regular Windows 10 boot screen, which tells me it's not going through a clean / fresh bootup.
     
    Try disabling Fast Boot / Fast Startup, or just yanking the power cord while it's on and plugged in. This should force it to go through a regular bootup the next time you power it on. But yeah, I can 100% confirm that HP business computers like yours should indeed let you get into BIOS or a boot menu by mashing F10, DEL, or ESC upon booting up.

    This could be one of many problems, are you using an anti-static wristband while working on the system and what power supply and other components were you using on the system/s that had the aforementioned issues?

    The machine doesn't do anything. No beeps, LEDs or spinning fans.
    Check if your power cable is firmly plugged in on both ends (you would be surprised how many issues this resolves) Check if the power supply (PSU) has a button to cut the power to the machine. Check if this button is in the position denoted with ON or I Check if EVERY power cable is plugged in securely, reseat if necessary. Check if the power button is installed correctly (consult your motherboard manual) Try shorting out the pins you connect the power button to manually. If this powers on your system, you have a faulty power button. Check with a device of which you know that it works if the power outlet you're using is actually providing power. If this hasn't solved the problem, check if your PSU isn't dead. To do this, you can follow these steps:
    Unplug your power cord and/or flip the switch on the back of the PSU in the position denoted with OFF or 0 Unplug every connector coming from your PSU (this is very important) Using a bent paperclip, short out the green wire on the 24 pin header with any of the black wires, like so. If you have a PSU that shuts down its fan under low load, or a PSU that is fanless, connect something small like a hard drive to it. Plug in your power cord and/or flip the switch on the back of the PSU in the position denoted with ON or I If the PSU does NOT power on (the fan/hard drive you connected should start spinning) after following these steps, your PSU is in all likelyhood defective. Request an RMA.
    If the PSU DOES power on, then the problem is most likely your motherboard.
     
     
    The machine does power up, but my screen remains black (no POST).
    Make sure your BIOS version is compatible with the CPU generation you're trying to run in your motherboard, you can consult the manual or the manufacturer's website about this. Check if EVERY power cable is connected. Auxiliary power connectors included. Make sure the cable coming from your monitor is attached securely to the graphics card. Also make sure it is securely attached to the monitor itself. Make sure your PSU is powerful enough to power your complete system. Make sure your monitor works by testing it on a different computer. If you have both a dedicated GPU and an iGPU, try your monitor on both the outputs on the graphics cards as well as on the motherboard. Make sure all connectors and cables are plugged in securely, reseat if necessary. Make sure your RAM, CPU and GPU are plugged in securely, reseat if necessary. If the motherboard you're using has debug LEDs, check the error code and consult the motherboard manual to see what it means. If you have a debug speaker connected to the motherboard, note the beep sequence and consult the motherboard manual or this thread to see what it means. Try clearing your CMOS. Try booting your computer with only a motherboard, CPU and one stick of RAM attached (if you don't have an iGPU, plug in your GPU as well ). Make sure your GPU works (if you have a dedicated one), try it in another computer. Make sure your RAM works, try it another computer. Make sure the RAM is compatible with your CPU and your motherboard.  
    If the PC still doesn't POST after this, create a new thread and, as explained here, post IN FULL DETAIL about your problem. Make sure you include the following:
    System configuration Troubleshooting steps you already did Any additional information that may be relevant.

    Something rather interesting to be honest. The fact you can search a database that is encrpyted for data without actually knowing what that data is is... mind boggling. Some really smart folks over at IBM. Any of you get this stuff? My brain broke halfway through.

    Thanks for the additional information @SereneMango, I would recommend making upgrades only that you would be able to move to a new build later without losing much if any performance due to newer launches such as adding an SSD for the boot drive at least if you don't have one already, upgrading the amount of DDR4 RAM in your system, etc. Wait to upgrade on components that are proprietary to you current system platform such as the CPU and components that you can get better of if you wait on buying such as the graphics card.

    As long as you have a decent internet connection and subscriptions to sources that don't use excessive video compression algorithms, you should still be able to get the most of your 4K HDR viewing experience.
     
     
    I would personally prefer having a separate Blu Ray player if you need to play Blu Ray discs, you will likely be able to get a better viewing experience with putting that £100 towards a dedicated Blu Ray player such as this one:

A good CPU air cooler can be had on even a limited budget as long as you don't need any fancy RGB or silent-design fans, if you would like a recommendation please include what motherboard/CPU you are running, your budget, and what country you are shopping from.

    Trust me, training materials for GSM was full of acronyms and conflicting information from marketing. 
     
    By evolving the technology each "cell" can hold more customers. The MSC is where your "phone numbers" and billing information is stored, so it's responsible for tracking everything.

    So with AMPS (1G, or IS54), one cell could serve only as many customers as it was sectorized, so in mountainous areas you needed a lot of them below the tree line, because one cell site could "serve" the entire valley, but it would only have the capacity for X many users that the carrier had bandwidth for. Since all American carriers basically started as AT&T, they all evolved from the same 1G tech. So how to tell if you had a 1G or 2G phone, is if it had an ESN number. The ESN is what the cell network used to authorize devices, othewise people could just listen in. But it's wasn't magic. So one MSC could serve an entire NPA-NXX, but the actual capacity of the cell sector was 333 users So divide a cell into three directions and you instantly had 999 users capacity in radio bandwidth but then had no way of handing them over.

    In 2G, D-PCS (TDMA and CDMA in the US, formally known as IS136 (TDMA) and Is-95(cdmaOne)) divides up the analog channels into more efficient Time-division (time slots) or Code-division, as described earlier. In 2G GSM (as rolled out in Europe), is a TDMA technology but not the same TDMA as IS136. The unique thing about GSM is the SIM card, which made it dramatically cheaper to switch phones, until carriers started carrier-locking the phones anyway.

    A lot of information on the internet that doesn't come from technical sources is wrong, because companies like AT&T, Verizon and T-mobile marketing drones called their 2G GSM networks "2.5G" or 2.75G" or even "3G" when they were in fact, still, 2G networks. They were just 2G networks using a different technology. In fact CDMA was more spectrum efficient than TDMA, and TDMA was more efficient than GSM, as far as 2G tech goes. GSM's selling point was the decoupling the subscriber account from the physical device. So if we are being as nitpicky as possible AT&T had two separate 2G networks, the IS54/IS136 TDMA network, and the GSM network.
     
    The tech people know what is what. The sales people were clueless, didn't care how the cell network worked, often sold garbage devices for high commissions, and the customer care people often only dealt with voicemail resets and programming the 2G phones. Everything else was billing and completely decoupled from how anything worked unless you regularly had to speak to the actual network technicians, and they absolutely won't talk to sales or even the customer. In one of the internal training docs at AT&T wireless circa 2004 they said that 70% of their sales comes from third parties and, and so did the phantom churn. Local Number Portability pretty much spelled the end of phantom churn since you couldn't port your number to the same carrier.
     
    Bane of my existence during the TDMA network was the Motorola V60i, the most fragile phone on the planet. Even more fragile than all-glass smartphones. When I worked the WEX queue (that's warranty exchange) that was after the GSM migration was in full force, and guess what phones people were calling in to replace? The free garbage phones from LG and Samsung. To this day I will not consider buying phones from LG or Samsung, and have strong reservations about buying anything with their brand names.
     
    Anyway moving on to UMTS this was rolling out while I still worked for AT&T Wireless, and subsequent purchase by Cingular. So I've read the materials on it, but never encountered a customer with a device while I was there.

    In LTE, the MME basically does the same thing the MSC does in the 2G network.

     
    But since data and voice are technically different services, (except VoLTE, which is voice over the data network), they are two separate things tracking your usage, one for the data (internet) and one for the voice network. Then there's also all the various kinds of APN's that can be setup.
     
    Which circles back to the question about falling back to 2G or 3G. They do this, as far as I know by manipulating the "internet APN" for the high speed bandwidth so the device falls back to the slower 3G or 2G WAP APN, even over the 4G LTE network. Historically, the "WAP" APN was for basically RSS feeds and WAP websites. This later changed with smartphones as sites like facebook and twitter just made HTML5 sites and thus whatever compression and optimization needed for the WAP site, was irrelevant. But the WAP APN is typically the slow path. The Internet APN is usually the fast path, but also the one that carriers like AT&T would charge you extra to use because it was seen as tethered data, even though it was no different from using the data on the device itself.
     
    There really are cases where the carrier basically tried to charge more for LTE, or 3G when people had phones that were capable of LTE/3G/2G-GSM or 3G/2G-GSM, and with every technology upgrade you see the same scam again, where the carrier tries to charge you more, for the same access.
     
    So the next time you ask "why am I paying for 20GB of premium data on top of unlimited", ask what does the carrier gain from doing that. Because really, what they did is raised the price, and then got rid of the bandwidth costs, because they likely cost more to dispute with customers than they actually gained. See also landlines how we originally had unmetered bandwidth, and then the caps came in because of napster/kazaa/bittorrent, and then the caps started going away when the companies who owned the content realized nobody will pay for their content if they have to pay for data to access it.
     
    So that's why you're seeing unlimited data on mobile now, they now want you to watch the content they own , and can do that by favoring their own content and slowing down the competition. Remember Net Neutrality. This is what it was designed to avoid.

    I beg to differ, those are more like Mid band. I would consider anything under 1Ghz to be lower. The higher and mid range bands will be used for 5G as well. T Mobile already stated this fact, which is why they bought Sprint. 
     
    Why? They can just throttle you on 4 and 5G service. Its not magic, ISP's throttle users all the time, they don't need to drop you on to a lower network to do it.

    Being capped to 2G speeds (100kbps or less) or 3G speeds 300kbps doesn’t mean you get the 42mbps of DC-HSDPA. It just means they cap the speed between the MSC and the phone at the MSC.
     
    WCDMA is basically everyone speaking at the same time but in different languages. So it doesn’t have a way to throttle bandwidth like TDMA and GSM did( which both used time division.) Rather as more people speak, the harder it is to hear. Try using your cell phone in a busy convention center, chances are it will not work very much or at all. LTE-FDD carries on the way WCDMA works but requires paired frequency bands. So the only way a carrier can actually throttle HSDPA or LTE is by QoS’ing the VoLTE traffic at the MSC and then throttling down the individual subscribers data use on the core network. Otherwise everyone on that cell site’s MSC would suffer.
