    my guess is that you may have left a standoff screw on or off where its not supposed to be. but you could try setting up a test bench outside of the case to see if it is shorting out.

    Yes, the DHCP Forward option should be on the second router, so devices, when polling for an IP get forwarded to router 1 from router 2. only one IP Authority in the house. 

    Else you will get problems and should use different ranges like x.x.x.10-150 on router one, x.x.x.151-250 on router 2. Won't be really pretty but could work, if DHCP forwarding isn't working.

    Not able to see the routers menues I have to "guess" and go from experience ^^

    "Regulatory label"... boy this bad boy must have come from Area 51...jk. 
    "Intel Core i7 Processor Label"... any Intel Core series processor comes with a label...
    "Dell Limited Hardware Warranty Initial Year"... usually 1 year and I can build a PC with warranties ranging from 3 to 10 years. (High end PSU is 10 years). 
    "Additional Software"... More bloatware to slow the computer down, so the poor consumer has to buy upgrades to keep up. 
     
    Overall as @Anghammarad mentioned, 2933mhz RAM is really slow for a PC of this type and building a PC yourself will outperform this Dell junk.

    The ram... well 2933... hm at least try to go for 3200...

    Try to get a refurbished Thinkpad. Those are usually cheap, with a core i5 i7 of the 4th + generation, 8-16 gb ram, and sometimse even a 250 gb ssd

    Thinkpad T460S or X1 Carbon 4-5th gen. Check out /r/thinkpadsforsale, I've seen some good deals there recently.

    Why is the top intake? would it not make more sense for it to be exhaust, since hot air rises to the top.
     
    It would probably work as you planned it, but I think the other way will lead to better thermals

    you should upgrade the RAM due to the VM using at least 4 gb to run smoothly. 

    currently on my workstation at work I run win 10 on a current I7 with 32 gb ram. 

    on that 2 linux vm and two server 2016 vm.
     
    Well I don't game on that system but it still runs smooth.

    OK, drivers sholud be fine, they are reinstalled from ground up to the latest version. But the broken windows installation is something, that I kinda didn't even considered, sounds like it can be it. Winlogon is something that is part of the system and should be working no matter what.

    A Coffee Lake i5 and a P4000 won't pull even close to 600W, so that power supply wasn't getting maxed out, and an RM1000x even less so.
    Make sure you're not running out of memory, check for stability on the CPU, GPU and memory, check thermals and update your drivers and the BIOS.

    so a quick googliedoo later and some late night math... 
     
    cpu and GFX Card together when hard pressed could go for 400 Watts use together... well being a 500 Watts PSU, adding Mainboard power use, and Ram as well as drives power use, and added peripherial, well 500 Watts is hard on the line and perhaps a little low.
