Is their a reason that they idle so high?

So just built my new system and of course this is my first AMD build. I was wondering what the general consensus is in terms of voltage management. I notice with Core Performance Boost voltages are 1.4/1.5 on idle. Is this normal in 2020? I disabled core performance boost and the voltages have come down considerably. I don't overclock much anymore but being this is my first AMD system seeing those voltages really threw me for a loop.

If anyone has experience with this cooler that could help that would be awesome. This is my first build and got everything to post. Kinda lost in configuring fans and may have messed with settings. Fans ramp up and down constantly and I just want the system to be quiet when idle and ramp up when needed. This is also my first post haha. If specs are needed I will update soon.
