    When you OC, you need to increase the CPU VCore voltage so it runs stable. Start at 1.29V and see if it boots. If it does, work your way downwards until it doesn't.
     
    You need to test stability with Prime95, simply booting into Windows does not mean you have a stable overclock.

    You are looking at the wrong CPU VCore sensor, your VCore voltage is named "CPU Core Voltage SV12 TFN").
     
    Also Cinebench is not a good stress test, my 3600 passed Cinebench at 4.2GHz at 1.18V but failed Prime95 Small FTT in less than a minute.
     
    Set your VCore manually, the Auto function sets it higher than needed most of the time. Use Prime95 Small FTT to check for errors.

    It's coil whine. It's completely harmless other than being annoying. I have gone through multiple motherboards without a fix and other people on other forums have done so without improvement. Listen to the back of the PC ports, does it make a noise there?
     
    What I would suggest for testing purposes is to set a manual OC with a fixed voltage in BIOS and see if the problem persists.

    ive just set the cpu to 4ghz and vcore to auto, its at a constant 1.1v in hwinfo.
     
    theres no coil whine at all. It only happens if i re enable core boost and voltage changes erratically all the time.
     
    Is 4GHz at 1.1v safe on auto? my temps are 28C Idle with it.

    If the video cable worked on your other card then I don't see it being an issue. For a 3700X system I'd get a better PSU regardless.
     
    Corsair TxM 650/CM MWE 650/RMx 650/ Super Flower Leadex Gold are all good.
     
    NVIDIA recommends 550W minimum on 2060.
     
    I would return the card if you can, and get a new one before buying anything else. If that doesn't work it's 99% PSU issue.

    If the PSU was cheap I wager it could be that. 550W is a tad low for 3700X system. Try clearing CMOS.

    I was offering my input to you same as you were offering your input to this thread. I was not trying to be condescending to you in any way shape or form. You asked for the thread to be closed by a mod. I explained that mods don't close threads for no reason and that other people may have more input and the OP might not want the thread closed as your answer may not be his. Furthermore, you wanted the thread closed, when it was not your business to close it as it is not your thread. So for people needing to mind their own business you're not one to talk. Lastly, this thread is nearly 2 YEARS old, and you want to resurrect it after 2 whole years despite wanting it closed earlier. If you have nothing better to do than resurrect a 2 yr old thread and call me condescending while being condescending yourself, I suggest you finding something more productive to do...
