First of all, I see that you're new around here, welcome!
Secondly, try a different SATA port on the motherboard. If you have a M.2 SSD, it's possible you may have used a SATA port that shares the same lane as that M.2 slot. Or it could just be a bad SATA port.

It depends on how many featues you need from your motherboard (better power delivery for the CPU, more SATA ports, more USB ports, etc.). The B450 is newer as well.
For me personally, I would always go wtih a B450 over an A320.

As far as I've experienced, resetting let's the drivers remain installed, whereas freshinstalling deletes everything. Usually when trying to fix BSOD issues I go for the clean install.
A couple of things to try before clean installing:
Running CMD as admin and typing sfc /scannow then restart. Running Powershell as admin and typing dism /online /cleanup-image /checkhealth then if nothing is found replace /checkhealth with /scanhealth. If something is found type dism /online /cleanup-image /restorehealth then restart.

Aside from what @Chris Pratthas already said I'd like to add that a 1000W PSU is kinda overkill. If this was me I'd go with a 750-800W unit. Something like the Corsair RM750 should do fine.

10900, especially non-K is a horrible value. You'd be much better off with a 3900X. Better performance and cheaper as well. Plus, you don't need that expensive Z490 motherboard. You can pair the 3900X with a good B550, even. Even if you stick with Intel, you don't pair a non-K chip with a Z motherboard. The whole point is overclocking.

Idle temps for Ryzen is around the 50ish range. Seeing thermal throttling with Cinebench is not a suprise since its such a heavy workload for this model of CPU. i'd recommend to run R15 instead of R20.

If its only assigning one IP per port, then using a router would fix the problem since it creates its own network and distrebutes IPs of its own. No need to rely on the dorm router to do that.

Hmm, ok. I had a friend with somewhat the same issue. After a long time of troubleshooting we came to the conclusion it might be something with the graphics card. In this case I recommend that you start off with reinstalling you GPU drivers with DDU.

Yes, except they probably have rules against routers. There are some things you can do, but we can’t give advice on violating rules here. I’ll just say this: generally network admins care about new wireless networks - so just don’t create a new wireless network. “Router” doesn’t mean it has wireless, or that the wireless is enabled.

I think you should keep it as it is now. The 2 bottom fans will supply air to the GPU and the 2 front fans will transport air to the D15. Optimal setup in my mind.

As @Beerzerker stated above Furmark is a GPU killer. I'd recommend you use Heaven benchmark instead.
