New to Assassins Creed Valhalla, sorry!

Make sure your drivers are up to date. In my experience, RTX 3000 series cards depend a large amount on up to date drivers.

Maybe once President-Elect Biden takes office he'll get rid of them (if he can).

I'd say most likely no as long as the products are not going from China to the US and then to your country. For example, my country has free trade with China so I wouldn't expect American tarrifs to have any effect on me.

Between those two, I would definitely go with the Seasonic. SImply a better unit overall. Also, it being modular is a plus.

It might be worth verifying game files just to make sure that isn't the problem. Still run a stress test and that game to make sure it isn't the card that's bad. Hopefully an RMA wouldn't be necessary.

If you want to upgrade your PSU, a 1000w should be good, and honestly you should get one, especially if your current PSU is getting older. That being said, it really sounds like your GPU is bad, and you will need to RMA it.

Also, should have asked this earlier, but by crashing, do you mean OCP type crash (similar to flipping the PSU switch), crash to desktop, or like a hard lock?

Your power supply could be dying then. If you want to go for the 1000w, its probably gonna be a lot easier to get your hands on than another 3090. If it doesn't solve your problem, you can just return it.

OP only provided options over 1000W. I believe a high end 850W could be a better option. I therefore asked, in order to make sure they aren't skipping any better options. That should be fairly obvious from the quote below.
Not sure how one sentence about the GD is long winded...?
I have literally no idea how you ended up at the conclusion that you want a PSU with just average/bad transient response, lacking multi rail OCP, and a loud and crappy fan. You see, there are options that address those issues, and at a lower price.
I meant that the lower wattage versions of the GD have sleeve bearing fans, according to EVGA. I couldn't find any info on the GD 1000W. A PSU not having any reviews is also kind of a red flag.

Looks like there really aren't a lot of good options there. Imo, the best option could be the Ion+ 860W.
    https://www.chiptec.net/componentes-para-computadores/fontes/fontes-de-alimentacao/fractal-design-ion-860w-80-platinum.html?
It performs fine, has in depth reviews, and it's quiet. Worst case scenario, if it causes shutdowns, you can return it to the store. The Kolink Continuums. and the Zalman Acrux seem to perform okay, but they lack in depth reviews, they are loud, and they lack multi rail OCP, which you definitely want on higher wattage PSUs. But they should work.
Is there any reason for not buying from an online retailer?

Not all PSUs are the same, and e.g. Seasonic Focus and Prime PSUs just have bad transient response, and seem to have more issues. The lower wattage EVGA GD models use sleeve bearing fans according to their website, so that should just rule that out as an option, if you want to use your PSU for more than a few years. You could go for an actually high end 850W PSU, where are you buying from?

One thing that's for sure, just ignore people that recommend an entire brand over another, and especially the ones that care about the 80+ rating. Neither the brand nor the 80+ rating matters, or says anything about how good a PSU is. Just like the brand and TDP rating of a GPU doesn't say how good it is. Obviously.
An entry level PSU with a sleeve bearing fan...?
    Speaking of bias and fanboys...
First of all, I'm assuming you somehow confused Seasonic and Seagate...? Not sure what mental gymnastics you performed in order to think that US prices matter at all to OP, who is in Portugal. The Focus and Prime also don't have good transient response, they lack multi rail OCP, and they use crappy Hong Hua fans. To be clear, most people consider those to be bad things.
If you recommend based on reputation, rather than the product, that says quite a lot about who's the fanboy.
That's just a rebranded Prime Titanium, which, as I already mentioned, doesn't have great transient response, lacks multi rail OCP, and uses a crappy Hong Hua fan. I have absolutely no idea why you'd want an Antec based on that, or how you got to the conclusion that that's the one PSU you want.

tbh the 3090 could still be tripping your psu whenever it wants a quick 400w+ for only a quick second

i mean that card would probably make my tier e $50 750w go boom, i mean, its not even 80+ rated lmao

LOL, that'd explain a lot! I'd read your thread, and I was scratching my head as to why an 850W Seasonic PSU can't handle an RTX3090, the PSU actually being a 620W one cleared things up real quick. II'd suggest that instead of getting an 850W PSU, get a 1000W one instead, gives you much more headroom for adding more parts to your rig (like more HDDs, AIO's or custom loop, etc)

If you lowered the power limit to 80%, usually it's not the power supply not giving enough power, and the only way it would be the PSU would be if the unit was on the way out. It could be a driver issue, have you tried running DDU?

I had put the rams on 2866 before and it was working and its still in the same speed. The stock speeds were 2200 though. Also an update is I tried two of the motherboard slots work which are side by side so I can have both rams but in single channel and two of the slots wont work at all. Ill try reseating the CPU and come back with an update.
Thanks for all the replies btw

I reset CMOS and reinstalled the cpu and cooler and now it works except it has a new problem now. Only a single ram slot works. Slot no3 works but not any other one. Both rams are fine in that slot but not in any other one...

They're almost comparable, with the R3 being slightly stronger. Get whichever is cheapest. Considering the silicon lottery, don't purchase assuming you can get a good OC -- it's not guaranteed.
As long as the latency is low (CL16 or lower), going down to DDR4-3200 would be fine. I don't know if you have any good deals going, of course.
As long as you can get decent capacity, go for it.

I see. Overall, your build looks fine, but I do have suggestions:
Find a Zen 2 CPU instead of Zen +. An R3 3300X or R5 3600/X/XT would be much stronger for 1080p. Find RAM with lower CL. 3600 CL16 would be ideal, if possible. Unless you do heavy i/o work, M.2 SSDs are a space-saving luxury, not actually a noticable real-world performance improvement over SATA 2.5" SSDs.

I added a handle to a Q500L which uses all standard ATX size parts. I also cut out the fan holes for better airflow and added a monitor mount on the back lol
