    Some tests and trials need to be run.
     
    I have to ask, and i'm not trying to offend but keeping it simple is a good place to start: have you removed the clear protective adhesive sticker from the bottom of the cooler?
    Looks like this: 

    I like that you've tried reseating the cooler, How does the Thermal paste spread look? after removing the cooler, should look something like this. Nice, thin, well distributed, not overflowing.

     
    What voltages is it applying to the CPU?
    Have you tried something that isn't prime 95 to stress test? prime 95 small ffts is not always considered a real world test because it is crazy intense and usually much more intense than any use you'll have.

    Welcome to the forum!
    I mean in the TU-100 outside of the one 120mm intake fan there is not much more to do for cooling, the Thermaltake Engine 27 is not a great CPU cooler though, something like a Noctua NH-L9a or Cryorig C7 would be better, but the ideal would be a 120mm AIO. Otherwise you are stress testing it pretty hard, those temps are not reflective of real world applications. See how it does during a gaming session.

    Here's the NH-D15 which is about $90. It is one of the best air coolers, why not spend another $30 and get the best air cooler money can buy instead of fiddling around with these mid tier coolers for 60-70$?

    Everyone Likes to beat on the Hyper 212/evo, its a great cooler and for the price is awesome... sure it is a FEW degrees off the nocuta and dark rock but it's... Half?(maybe) the price. If money is a concern and you're not overclocking more than midly (which should be the case with any of these coolers), the 212 is the performance per dollar winner. If you want the best performance... IMO get a bigger tower cooler for money similar to the NH-U12S. if you can fit these coolers you can probably fit a much larger cooler in the same space like a NH-D15.
     
    i'll throw some tests up here, you can go find your own if you like, we all have opinions, many are crap... but they're ours none the less.
     
    here's some charts since I haven't seen any to go along with opinions yet.


    Hyper 212 is 2.6C warmer than the dark rock and $24.95 less dough.

    Hyper 212 is 5C warmer than the nh-u12s and $35(Half) less.

    there will be almost zero appreciable performance difference between the two cards, cooling will be very similar, the primary difference is aesthetics and dimensions. the performance ability will be more determined by silicon lottery and therefore to an extent, overclocking.

    My Opinion: with a 6800k or a 3770k I see no problem with a 2070super/2080/1080Ti/2080super being an excellent 1440p120hz+ setup, I use a 1080Ti for 1440p 144hz and I enjoy it very much. you may see some CPU bottlenecking on newer titles that can use Higher core counts reliably... however IMO most games on which high refresh rates are very desirable are often less demanding due to their fast paced competitive nature over astonishing graphics and physics.

    If you upgrade to a 1080TI, you coulg get the FPS you want, without to much bottlenecking. The 1080TI is good for a smooth 1440 gaming experience.

    Honestly, just make a topic when you're ready to upgrade. At the end of the year it's likely that a new Nvidia lineup will be released. Prices also regularly change.

    The sliger cerberus is probably your best best for as small as possible mATX while being good build quality and good airflow potential. 
     
    A cheaper and larger option would be the Silverstone PS15, it's notably a lot wider since it has full height CPU cooler support though.

     
    There's also the Q300L, but having worked with that case personally in RGB Build log 2016 (signature) I'd probably lean toward the PS15 if I do another mATX build (which could very likely happen)

    Resistance is futile, You will be assimilated, or you can GTFO.
     
    The stories, examples, testimonies seem to trickle out of Google about their internal toxicity towards anyone who does not conform to company standards dictated by the whim and direction of the full time outrage mob made up of some portion of the company workforce.
     
    Google is a private company, they are free to hold whatever values they like and face the consequences. What will the consequences be for an ultra-liberal workforce working in a vacuum chamber of their own ideas where the most extreme is rewarded and dissent is silenced, scared and fired? What does that mean for anyone who holds a conservative world view or even a centrist world view? Well as one who does not hold Google's company vision and world view stance I can say that it is disheartening, disappointing and a little frightening given the level of sway, control and power that Google wields in the ability to control and know what I believe, where I am, what I do and what I say.
     
    If another company were in the opposite position ideologically, what would the response be to similar actions within the company?
     
    So I pose another paper, written by a former google employee that testify's to the internal functioning and the response to what would be considered by many to be a centrist or slight right world view and value system.
     
    This topic is profound to me because I find myself very similar in worldview and belief system to the Author, and to have gone through what he did inside a company as prominent as Google would have left me with the same feelings.

    That's a tough call with similar performance, on one side:
    Ray tracing, Much lower power consumption (160w vs 295w? i think), Freesync support (on supported/quality freesync monitors)
    vs
    Serious compute advantage(if it helps you at all), full freesync support
     
    If you like them both and can't decide/don't have a preference then pick by Price, Price, Price, looks, cooler performance or some other subjective difference.

    I think the question really is -------->   is our current climate change CAUSED by human actions
     
    My opinion: Climate change is happening, it's primary effecting factors are NOT human related, human actions are minor players in a very VERY large system.
     
    Some of my reasoning:
    1: Go read THIS (by the Hoover Institution) It is short and concise and it is a very well reasoned explanation for why the author believes the HUMAN side of things is overblown.
     
    Quotes:
