    First check the Users tab of Task manager, to make sure there's no remote access causing issues. (Small chance but easy to check) You should only see your user account or the accounts that you intentionally have logged in. 
    Instead of opening up task manager, check resource monitor's CPU tab. (open from windows menu) See if that gives you a more accurate representation of what's going on.

    Hey!
    So you're correct in your assumption that it shouldn't be a crossover connection. You want straight through of T568-B to B, which you have done correctly. 
    The thing I would be asking first would be about the keystone jack in the office. Usually punchdown tools cut the cable ends off so the cap fits over them without bare wire sticking out, but it looks like you've got a lot left over. So I'd make sure the tool pushed the wires down far enough that the keystone slots cut through the plastic around the actual copper. 
     
    What device are you using to check connectivity since you don't have the cable tester yet?

    Not gonna lie, I don't trust the Tool-less ones. 
    If I find them in place at an office or similar, I either replace them with double-female keystones or traditional punchdown ones.

    I meant what program, windows MCT or an iso and a 3rd party tool?
    Also doesn't the proliant have an ILO or similar IPMI interface that you can install the host OS from?

    Not to point fingers, but there's so many things that feel out of place here: 
    Major red flags:
    1) When the employee is terminated, they should have all of their access removed to things like email, shared resources, RDP, etc. ON THE SAME DAY. I've had times when my boss doesn't inform me that an employee has left until 10+ days after leaving, but your IT is (hopefully) better then I am. This seems like someone was lazy.
    2) Do you not have a backup of this data? If these files are mission critical to workflow, you should have a duplicate of them somewhere outside of even a cloud service like dropbox. Someone else's cloud =/= your backup.
    3) Does this employee have any possibility of being able to claim ownership of the content of those folders? (IE, did he work on them while off of company time, and could claim they are his personal work and doesn't need to give them back.) 
    Minor Concerns
    4) Does your company have a Dropbox rep for your business? If they're throwing you around between a bunch of reps, that'll make your life a lot harder. 
    5) If he can't claim ownership, is it worth the hassle to take them to small claims?

    Do you have the logitech G Hub software installed? that should let you change what the buttons register in windows as. Make sure they're assigned as Thumb buttons and not just "Forward" and "Back"

    Twitch allows a MAX of 6000Kb/s, no matter what your resolution/framerate is set to.

    If the motherboard is just sitting on cardboard, you'll need to pick up the motherboard a little bit as the slot clips go lower than the motherboard. 
    Completely unrelated photo, but look at the metal bracket on the end. If the edge of the motherboard isn't raised up enough for that to work, your PCIe power connectors won't go in all the way.

    Have you tested to see if the motherboard outputs video with the GPU installed?

    AH ok so is UEFI enabled or disabled? try switching that on and off with the 290, that's a possibility there. You MAY need a different windows install for UEFI if it has been using a legacy boot mode, but you're in a "test and see" area of troubleshooting with older hardware.

    My guess is that the 290 can't boot in a legacy mode then on h61 legacy bioses. Which model 290 is it exactly? You could possibly look for an old vbios and flash it, but chances are slim...

    I remember something about legacy bios modes on GPUs and issues with older motherboards, but the 290 and H61 are close enough in age, so that shouldn't be the issue... 
    what other GPUs have you tested with that motherboard?

    Because AMD has passed intel in gaming performance AND Multicore/synthetics, AMD is no longer the "value option". They're the performance option and can demand the price they charge now. 
    If you want value, the i9 9900k is $299 at Microcenter, or buy last gen Ryzen.

    If I remember correctly, no. The link box is just to extend the range of the USB and HDMI cables, as standard USB 3.0 "maxes out" at 15 feet, and has stability issues over 12-14 feet. If you're using the wireless kit, both HDMI and USB are sent over 60GHz "wifi" and does not need the link box as the PCIe card for the wireless kit takes in the HDMI and USB signal via PCIe lanes and transmits it over an antenna. No link box needed.
