Overclocking dell server?

I have a Dell Poweredge R710 server with dual x5690s (unlocked multiplier) running Windows 10. I am wondering if it would be possible to overclock the cpus within Windows since my motherboard does not support overclocking. My psu should be powerful enough (870W).

I think you answered your own question. Overclocking is done in the BIOS, especially on older hardware, so... yeah.
