I just saw this during wasting my free time browsing online. Will this things even works cooling the pc cpu, gpu, etc? or is it just a decoration.

It's air cooling, so it will help cool your components, yes. 

 

The LED's are just there for aesthetics. The real question is based on the material of the fan's blades and housing. Cheap housing will cause rattling and cheap fans will be loud.

They will work, but not as good as a normal fan from a reputable brand, like noctua, corsair, cooler master etc.

i see thanks, what are these things actually called? i tried search  "side cooling fan", etc but found nothing similar. I'm still new at these. Yeah if i want to bought one i rather bought from reputable brand

Your case needs to have mesh or vents on side panel for those to have any effect cooling-wise. If it's full glass pane, then they are just for looks.

No no. The blue ones make it colder. Just avoid red because that will blow warm air over your components.
