What is the difference between a Thunderbolt 3 active and passive cable?

Passive cables can deliver 40Gbps at 0.5m and 20Gbps at up to 2m. Active cables can deliver the full 40Gbps up to the 2m limit.
You'll need an active cable if your thunderbolt cable is more than 0.5m long.
