not really but will make ur cooler look more sexy tho!!

A lot of CPU air coolers have bright silver fins.  Would painting just the top fin of a cooler black significantly effect its cooling?

in theory, black is actually the best colour in term of transferring heat energy. 

but what matters more is the material of paint vs aluminum

 Well all light really, which is why it's black, it doesn't reflect much of the color spectrum back off itself.

 

Overall though, color has nothing to do with how well a fan functions outside of the light absorption factor...and that isn't likely to be significant enough of a factor to really be measurable.

yes it goes backwards too, both heat and light are similar in nature.

most paints on the market is fine, just dont spray too thick

Just don't paint the spot that contacts the CPU and you shouldn't have a massive difference. As Im imagine the cooler will be removed for painting.
