i5 7200u underclocked

Hi guys. I need help somehow fixing my Laptop. Experienced over throttling then my battery broke. The status of the battery is plugged in but not charging. I tried replacing the thermal paste hoping that'll help, it did somehow by lowering down the temperature but it didn't help my CPU clockspeed. Please help. I'm not that knowledgeable in these kind of stuff.I also have a 4 amber 1 white blink light. I had to plug in my Laptop to turn it on. Also Fan spins waaay too fast when turning on the pc then becomes quiet.

3rd pin problem on the charger is my guess, worth a search!

Its a communications wire. Thats about all I know, worth a search.
