My vote goes for the 1070Ti. No one can tell the future, and even if they could, there's no such thing as future proof.

i'll be fine with this chip, as i have seen it can easily handle upto gtx 1080, also it has 6 core so there wont be any bottleneck issues at all.

Again, simple core count and clock speed means nothing. Architecture does.

x58 xeons are still pretty decent by today's standards so I think he'll be good with a 1070 tier card which is what I think he should go with. A 1070 will be great for 1080p over the next 2-4 years and I don't see it falling behind too hard.

Then the only other thing I'd watch for is the SATA connections. If you don't have SATA3, don't get an expensive SSD, unless you're running it through PCIe.
