500 euro phone for mainly photography

A friend is buying a new phone, mostly for camera. The best she can get for 500 euros is Huawei P20. Phones are ridiculously expensive here (Croatia). Pixels are a no go since they are not sold here or they cost around 700 euros. S8 is also way above 500 euros. Any ideas? I can't find anything better than P20 in camera department for less or same, and I am out of ideas. 

The ability to google properly is a skill of its own.

Thank for the response but don't trust them. They are a bs site and has been proven as such a billion times. They say that P20 Pro is the best, yet every blind test has proven Pixel 2 XL to be a far better camera, and the best camera in a smartphone alltogether. Even the S9+ was better in blind tests for that matter. Hell (almost) every credible review site puts the Pixel 2 XL and iPhone XS Max to be the best 2 smartphones. 

I could list you a lot of things that are wrong with them. For starters, Xiaomi Mi 8 is better than Pixel 2 and iPhone X, according to them. 

The ability to google properly is a skill of its own.
