seemingly simple shortcut to specific feature? (windows 10 add a device wizard)

looking for ideas on how to run a command or to write a script program that can open the "add a device" menu popup in the windows 10 Settings app. NOTE: i'm not looking for the redundant "add a device" context menu function that W10 implemented from the factory, it does the same as viewing the devices... which seems useless. screenshot for context. any ideas or inspiration is welcomed.

The  notification bar has a connect option

Not 100% sure that works for Bluetooth in particular though does it? I remember older builds it didn’t. (Miracast only)
