Start up repair

I just got a Dell Latitude E5410 and I just rebooted it with windows 7 home premium 32 bit.I also wiped the hard drive

 

Whenever I restart the laptop or shut it down and put it on, windows start up repair comes now.I got through windows diagnostics and it works after that...sometimes.Other times I have to do it 3-5 times.Start up repair using the windows software to fix itself works,but rarely.

 

Is this a hardware or software problem?
