CPUs bottleneck refresh rate/max fps

GPU's bottleneck resolution/quality

Are you trying to buy a used PC and throw a GPU into it? If so what budget/country?

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

In most use cases you should not see any realistic bottle-necking with these combinations.

Not really any bottle neck on either. But the 1050ti, although a good card, will only get you so far. I know this from experience. It does everything I ask of it, but I like to play on lower settings anyway. Consider how good you want your stuff to look/run and then compare that with how much money you are willing to spend.

Got any more details for us? What's the situation?
