Flash Chrome Problem

Flash settings must be managed while visiting webpage in question. 

Example: Go to website with flash. Click on the information/secure button on the left had side of the address bar, go to website permissions and then choose either block or allow for flash settings.

 

It’s stupid, but it’s currently the only way.

I want to allow flash for a specific site, but I dont have the "add" box next to "allow"

First, I would like be able to block/allow specific sites, and if possible I'd also like to be able to have flash enabled on every site.
