At the moment everything apart from a cpu fan adds up to around adds up to 1.25k GBP and the monitor being 211, kb being 70 and mouse being 48

So expensive for a 24 inch, not looking to spend that much on a monitor, is a 144hz 1ms monitor not go well with a 1070 ti ?

Yes, but it's freesync. Freesync is the sucky G-sync of AMD. Without an AMD GPU it doesn't make sense to buy that monitor.

Whats freesync? Isn't having 144hz and 1ms response time with great fps fine?

To save money can I downgrade my PSU to like a bronze 80+ cooler master 550w ? I still haven't got a good CPU fan for like 40gbp

Freesync puts out screen tearing for AMD GPU's. G-sync is the same but better for Nvidia cards. G-sync helps very much as well as freesync, but G-sync is way better.

If you want to drop the price then consider a non 'k' cpu such as the i5 8400 or 8500 and a cheaper B360/H370 chipset. Or go Ryzen.

Go on Massdrop, they sometimes have cheap keyboards, gaming peripherals and components. Gaming chairs, monitors and even GPU's sometimes.
