Android phone blocking WiFi login

I have a Huawei honor 9 running android oreo. I have trouble loading login pages for public WiFi because my phone blocks it for being insecure. The screenshot I've included is from my work WiFi which works fine half the time but blacks it half the time as well. I have issues with other public WiFi's as well. Any suggestions on how to get the login pages to load? I've already tried disabling safe browsing.

You need to login into the network to gwt into the internet

I can't login to the network as it won't load the login page. When I press connect on that screen it doesn't load anything and if I tap the red triangle at the top it says my connection is not secure. But sometimes it will load straight to the login page and says it is secure.
