CPU not turbo boosting anymore?

I have had an i5 4440 (4C/4T 3.1GHz, turbo boost to 3.4GHz) for almost 5 years now. It has served me well and has done almost everything I have asked of it, up to now. I have been playing GTA V with it for over a year now, and it has always been taxing, but my CPU managed to do it. My CPU used to turbo boost all the way to 3.4 GHz when I ran it, and it seemed like it needed all of that power to run the game.

Recently, though, my CPU has been stuck at the base clock and has not been turboing. Temps are steady at 60C even when under constant 100% load (as it is when playing GTA). What is going on here?

Check motherboard settings have not hung.

IE.. reset or not using what's set.

 

I unplugged for 2 weeks, replugged, OC settings didn't stick on reboot.

Set it up again, working

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
