[Switchable gfx- Laptop]Mass Effect 3 with Radeon RX560m problems

Okay, so I can't seem to get Origin/ME3 to play ball with my GPU.  I'm on a laptop with switchable graphics, so 'iGPU 630/dGPU Rx560m'

System specs
CPU - 7700HQ
GPU0 - iGPU intel 630
GPU1 - RX560m

The game will work with iGPU enabled, will not switch to dGPU, and disabling the iGPU in device manager results in 0 - 1 FPS on the title screen in ME3.
Can't update to latest drivers either and am stuck on 18.5.1.  Upgrading to 18.8.1 results in the the radeon setting app not even being able to find the dGPU.

Ran the ME3Config Util, didn't seem to help at all.

Probably missing something stupid, but what it is eludes me at the moment.
