only getting 4k 30hz

so I have a 4k samsung tv and I want to display my old ass laptop to it. It works fine but only runs at 30hz. I want to switch it to 1080p 60hz but I dont know how.

Display settings in windows? Right click on desktop.

What HDMI Version is the port on the laptop and the TV

its 1.2 on the laptop and the tv has 2.0 but I just want 1080p 60hz not 4k.

tv model is UN55MU6290
