It's not just about core count.  TR also has quad-channel RAM and more PCIe 3.0 lanes to the CPU.  For someone that only needs the core count, then TR is pointless.  As @leadeater pointed out though, not everyone can get by on reduced PCIe lanes and will need to go with TR/Epyc for them.
