I don't think i'm understanding what you are saying, but can't you just create an account through a pre-existing windows account?

What are you trying to do exactly?

new user in windows

That isn't possible. You will need to reinstall Windows to have no apps. Any new users you make will have all apps like Google, Spotify and whatever else you have.

hi.

how in hell is this not a basic feature o.O
I thought I could create a new user and just choose to have or not have apps.

You could go the hard route and install another Windows 10 on another drive or partition with another license and then have dual boot Windows 10.

Because most app installers assume you want to install apps for everyone. Some apps do either install locally to the user (like Chrome or the Atom text editor) or have the option to do so. So it's not really a Windows issue, it's more the application developer assuming such.

But if you don't want a new user accessing apps, you can muck around with permissions.

So add new user, set permissions for all programs that you don't want to be executed by him (deny execute for that user) and that's all - he will see all programs, but cannot run any of them.

And next time when you'll be installing Windows, create your own directory ("progs" for example) and install everything in that folder. And set permissions for this directory so only you can execute anything from this dir (or even browse). Of course you may always find program that is so stupid that don't even ask for path, but that is rare.

Afaik or remember as far back as 3.1 all users shared programs installed. Some programs permit user specific installs, but for the most part it has always been this way.

See above post for a possible option tho.

You can always deny browsing selected directories by user if you don't want allow him to see what programs do you use. Permissions are really great NTFS tool.

Then set permissions so that the user can't read them, same as what @homeap5 said.  If it bothers you that much that they still exist, then either make a separate install of Windows or better yet, get an entirely different computer for work purposes. If you're not on the machine that has the distractions in the first place, you're less likely to fall into the temptation.

Depending on what applications you need access to you could install Linux on a thumb drive and just plug it in/unplug it as you need it.

Either way, what you seem to be asking, for apps to effectively be deleted off the drive on one user and magically reinstall for another, is impractical. It's possible to do that by creating scripts at user login or logout (https://technet.microsoft.com/en-us/library/dd630947.aspx) but that just seems silly.

Since getting a new machine is out of the question, either have another install of Windows or set the permissions so the other user can't access the apps. Or do the impractical.

Or, if you DON'T KNOW how to set permissions, buy internal 2,5 HDD case, cheap second SSD, clone system, remove all programs but that you want to share and swap disks every time you want.

Assuming you have the processing power did you consider using VMs? It'd have the added benefit of if you download something bad you can just chuck the VM and install a backup.
