Missing Bluetooth Setting

I have a Bluetooth usb adapter, one day i tried to use as normal but when i go into the bluetooth settings thing, the option to turn it on or off is missing, and the things that should be connected just says Bluetooth is turned off.

The bluetooth tile in the notification thingy is also gone and also the bluetooth thing in the hidden icons menu.

 

Does anybody know how to fix this.

Windows? And which Windows? Try to manually remove device and let it re-discover itself.
