I get high but inconsistent fps

I get very high fps such as 133fps average 144fps max and 1 low 50 fps and 0.1 low 4 fps. Its in ow and i limit my fps to 144fps 

my gpu is gtx 1060 3gb and ryzen 3 1300x and ga-a320ma mobo with 16gb ram at 2666 speed

Maybe your GPU is thermal throttling
