The rule of thumb is to get the best you can afford at the time. Though if you get too much better of a gpu then you will be limited by your cpu. I think what you have listed should be a pretty good balance for a budget gaming pc

So I recently bought a Dell Optiplex 755 from ebay. I am planning to upgrade it to a sort of budget gaming rig. Can I post some specs that I may go with for your recommendation?

Intel Core 2 Quad Q9650

8GB of RAM

AMD Radeon R9 380x PowerColor 4 GB

120 GB SSD

Some hhd

500W PSU

Windows 7 Home Premium 64-bit

Is this good enough to play GTA V, CSGO, and Rust?

it won't play them at max settings but yes they should be entirely playable

That Q9650 was a pretty stout cpu for its day, not sure if you can overclock it on that board but if you can i suggest giving it a try.  How much did you spend on the dell system and other components if you don't mind me asking?  I am looking at doing something similar for gaming system for my sons.

I bought two Dell Optiplex 755’s from eBay for 60$ and I sold my friend the other one but the cpu is around 49$ and the graphics card I wanna put in it is about 100$ and memory I would wait till you get the system before you get it because Optiplex’s had 2 different models it could be DDR2 or DDR3 depending on your system.

I priced it about 50$ or so.

Hey really quick question do you think a GTX 970 is going to be bottlenecked by the cpu?

Yes it will a little but it should still work for the most part. I would however get a better cpu eventually
