so whenever I try to download a game or update one the download goes on for about a minute and then the speed just keeps dropping and reaches 0 bytes/sec. Only way to get it downloading again is to restart my PC. Then the same thing happens. This didn't happen before. Need hellppp

Try clearing your download cache. To do this, follow these steps:

 

1.On the top right of your steam browser, select: Steam -> Settings

2.In the settings panel, select the Downloads tab and you'll find the "Clear Download Cache" button at the bottom.

3.Then select "OK"

4.Log back into Steam.

No Bru I even uninstalled and reinstalled steam. Nothing seems to change it keeps doing the same thing and now I have no games??

You can specify your steam libraries to your old one(s) by following this tutorial: 

 

As for the downloading issue - It might just be the server you're connecting through, try these steps:

 

view - > settings - > downloads -> Change download region.
