There is no fixed maximum refresh rate for the cable itself, the limits come from the maximum bandwidth and what your gpu and screen support. The maximum throughput for a vga cable is 2048x1536 at 85Hz, so in theory you should have no issues with that (but that doesn't mean the screen can do it).
