A noob question

I am in the process of building a new PC to play World of Warcraft. My current screen is a 29-Inch 21:9 UltraWide FHD (2560x1080) IPS Curved Monitor w/ FreeSync. Refresh rate is 60 Hz, up to 75 Hz with FreeSync.

My question is do I need to buy Rx 480 or I will be ok to buy a 1070ti and may be up grade screen later.

You'd be fine using the 1070ti, you would just lose the function of freesync with your monitor. But your monitor would still work with the 1070ti normally other than that.

To clarify. Since the monitor is limited to 60-75 Hz. I should have no problem with tearing, reduced shutter and lag if I bought an nVIDIA card?

No. The 1070ti is leaps and bounds faster than the 480 anyway.
