doesnt a higher res bottleneck the cpu? so logicly a 8700K and a 8600K would be somewhere in the same neighborhood?

Always go for more RAM - CPU isn't a huge factor at 4K but 8GB of RAM won't be nearly enough

Yes definitely. Anything with a budget above $900 in 2018 has no excuse to be using 8GB of RAM

16GB definitely, the 8600K isn't that much of an upgrade over the 8400 especially if it has only half the RAM to work with. Above 1080p 8GB of RAM is really not enough anymore
