No cause having extra RGB devices will only increase the total required amperage to power everything. To note though you must not exceed that 3Amp maximum. 

I HAVE 6 COOLER MASTER  MASTERFAN PRO 120 MM RGB FAN AND I WANT TO CONNECT THIS FANS RGB LEDS INTO A MOTHERBOARDS 12V/3A RGB 4PIN HEADER  VIA COOLER MASTER 3 IN 1 RGB SPLITERS.  WILL IT MAKE ANY PROBLEM? LIKE BRIGHTNESS PROBLEM ETC.

You can use splitters as long as the total amperage from the lighting system doesn't exceed the 3Amps specified on the motherboard.

how can i messure my all of the rgb components are not exceed than 3amp?

You will need to calculate it from the manufacture's specs for the power consumption of the RGB lights only.
