Laptop cpu vs pc cpu

HELLO READ THIS PLEASE :)! 
I bought a laptop for 6000 swedish krones and I am thinking if I can get more power, faster inputs etc if I use the money to build a pc without a gpu instead. 
So the game I play doesen't really require a gpu for 60 fps (brawlhalla 250mb game) I will only use the pc for programming and brawlhalla.

My question to you guys is, which of thse two are the fastest/best

Some DDR4 8gb ram


Now I could go cheaper with the PSU and add some money to the motherboard to ensure fastest input.  MY goal is to get FAST INPUT when playing a fighting game called Brawlhalla. I want it to be extremely responsive when I click my mechanical keyboard. Any ideas ?  The price cannot be above 6000kr. Feel free to pick the best parts you think would grant the fastest input. Thanks a lot if you do. Means the world! Here are all the components.

If all you intend to do is play Brawhalla and do not mind/prefer the laptop formfactor.

If I where you I'd go for the laptop.

Portable and suits your needs from what I can tell.

My HP ProBook 4340s from god knows when plays that game fine on integrated graphics 70ish FPS.

I already have the laptop and I feel that the input is..... well laptop(ish)  I believe a big motherboard and bigger cpu can give me that little faster input which makes a huge difference :/ What do you think ?

faster input? You mean lower input lag? Get a monitor with low input lag instead (different things to 'response time', you need to check reviews)

All it takes is a 1ms tn panel 60hz monitor. Right ? I don't think it's the monitor, do you think so ?  Like that my laptop monitor is somehow crappy ? Could that be it?

1ms is response time, which refers to the time needed for the pixel to go from maximum brightness (White) to minimum brightness (black). It does not tell how long does it take for the monitor to react to your input, and sadly there are no numbers in the official spec page to look for. You have to check reviews.

This laptop is nowhere near built for gaming, so I'm not surprised if its monitor has a long input lag. 1080p TN is also the second cheapest monitor type for laptops.
