No, it's a 1080p 144hz g-sync display, which means you will play at the same resolution, but at a higher refresh rate and with much less screen tearing.

https://de.pcpartpicker.com/product/CwgPxr/dell-s2417dg-238-165hz-monitor-s2417dg You're not going to find anything curved or larger than 24" at that price point in europe unless you search amazon for a while https://www.amazon.de/Acer-Predator-Displayport-Reaktionszeit-Höhenverstellbar/dp/B01KIUEVYW/ref=sr_1_11?s=books&ie=UTF8&qid=1526474333&sr=8-11&keywords=g-sync+gaming+monitor

If you want g-sync, then the first monitor you linked is not better.  G-sync only works with nvidia gpus, and freesync only works with amd gpus.  I looked for curved 144hz monitors with g-sync, and nothing came up under 400 euros, so I stepped down to 1080p.  This is the closest to 400 euros, 1440p, 144hz and g-sync https://www.amazon.de/Dell-S2417DG-Monitor-Display-Reaktionszeit/dp/B01KZIOSSQ/ref=sr_1_3?s=computers&ie=UTF8&qid=1526475155&sr=1-3&keywords=g-sync+gaming+monitor&refinements=p_n_feature_two_browse-bin%3A2596503031|12123587031%2Cp_36%3A-50000 but it't not curved.
