Go to Start > Settings > Privacy

Make sure the following is enabled:

 > Speed, Inking & Typing

 > Diagnostics & feedback is set to Full, and everything else is enabled (no need Diagnostic data viewer if you have that option), and that Feedback frequency (bottom of page), is set to Automatic.

 > App Diagnostics is enabled

 

Then go to:

  • Settings > Accounts > Email & Account and "Your Info" sections, and see if they are any accounts that needs to be verified or fixed. Do so, if you do.

Restart your PC.

 

Also check,

  • Make sure your account is Microsoft linked.
  • Make sure the services "Windows Insider Service" is set to "Manual (Trigger Start)" and not disabled
  • Windows Error Reporting Service is set to "Manual (Trigger Start)"

If you did any changes, restart your PC

 

If still not working, then, open Regedit, and do the following:

  • Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsUpdate\UX\Settings, and set InsiderProgramEnabled to 1 (default: 0)
  • Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost\Applicability , and set Ring to WIF, and EnablePreviewBuilds to 2

    (the above joins manually the Insider program)

Restart your PC, and try.

I guess you'll have to manually go through telemetry settings and make sure they are set to the highest levels.

I had the same problem when I was still using Windows. I got stuck on RS4 because of this. I tried everything under the sun but telemetry settings were still grayed out and set to highest possible. Someone made a joke about having to reinstall everytime you come across a problem on windows lol. Using Arch Linux now.
