flashing top bar on Microsoft Edge.

Unfortunately this sounds like an Edge bug, and not something we can control. There's nothing special that we do with the top bar, we just rely on stock browser features to stick it to the top of the page.

when I scroll down very fast from top, the top bar starts flashing. 

 

i'm using Microsoft Edge 42.17134.1.0

Windows 10 pro build 17134.1

 

i'm using my laptop, of which the specs are in my signature.

ok, that's understandable. but are you able to reproduce it? if it is an issue with my laptop I would like to know.

I don't use Windows on this computer, so I can't try it. I haven't seen any other reports of this particular issue though, but I'm sure someone else who does use edge will be able to check.
